Successful implementation of the national development strategy as determined by the NDP requires during the process of the NDP implementation management and monitoring the following:

participation and responsibility of all involved parties, including state and local government institutions, non-governmental organisations and social partners, regarding implementation of the NDP objectives and coordination of all activities;

compliance of the planning documents prepared by national direct administration institutions and regional and local governments with the national medium-term priorities and main tasks determined by the NDP;
-
concentration of financial resources and coordination of support tools and mutual complementarity.
Monitoring of the long-term objective of the national development – gradual increase in the quality of life – employs criteria of the quality of life index developed by the Commission of Strategic Analysis.
These index criteria with specific target indicators consistent with the NDP priorities and tasks are supplemented by “Target Indicators of the Implementation Monitoring of Latvian National Development Plan 2007-2013” (reviewed by the Cabinet of Ministers on 31 October 2006), which have been developed to secure implementation monitoring of the NDP according to its strategic objective, priorities and tasks.
In a longer period of time, monitoring of the national development process, particularly assessment of the national competitiveness, is not conceivable without modern and systematic scientific research and forecasting in order to provide the government, local governments, business persons and scientists with necessary information on Latvia’s long-term comparative advantages in the global context as well as development tendencies of the state territories and industries.
