The drafting process of the NDP was initiated on 29 June 2004, when the Cabinet of Ministers adopted Regulations No 565 "Procedure for Drafting, Implementation, Monitoring and Public Discussion of the National Development Plan".
Under the above mentioned Regulations, on 27 July 2004, the Ministry of Regional Development and Local Government issued a decree on the members of the Steering Group for drafting the NDP.

The Steering Group held 16 meetings during the drafting process of the NDP. At the first meeting, held on 20 September 2004, the group approved the NDP methodology and drafting schedule while at the last meeting, held on 15 June 2006, the group approved the final wording of the NDP project and forwarded it to the National Regional Development Council.
At the meeting on 19 June 2006, the National Regional Development Council adopted a resolution to coordinate the final wording of the NDP project and to support its further forwarding to the Cabinet of Ministers.
On 4 July 2006, the NDP was approved by the Cabinet of Ministers by adopting Regulations No 564 "Regulations on Latvian National Development Plan for 2007-2013".
Also, under Regulations No 565 of the Cabinet of Ministers, several Working Groups were founded during the drafting process of the NDP:
