Latvian National Development Plan is a medium-term strategic planning document for 2007-2013, approved by the Cabinet of Ministers of the Republic of Latvia on 4 July 2006 by adopting Regulations No 564. 

 

It is a compass for politicians, public servants and all citizens of Latvia, determines Latvia’s main development directions and shows the most important national aims on the way to the higher objective – a gradual increase in the quality of life. This objective may be attained only by a strong, unified and confident society.

 

 

NDP sets the strategic objective and priorities:

Education and knowledge for economic growth and technological excellence

  • Educated and creative personality
  • Technological excellence and flexibility of industries
  • Development od science and research

 

The plan underlines several turning points:

  • a turning point in attitude, as it seeks to find answers on questions that are important for all the people of Latvia: What should Latvia be like? How to ensure national competitiveness? What should the people - the developers of Latvia's future - be like?
  • a turning point in planning, as it is based on long-term objective and sets a medium-term strategy to reach the objective,
  • a turning point in public participation, as it enchances the creation of uniform perception and involvement of all the society.

 

 

This objective is a long-term choice as the process of the NDP requires a breaking point in education, science and industry in order to develop a stable intellectual and material basis for a gradual increase in the quality of life in Latvia.
